The department, therefore, is equipped to support individuals wishing to gain these skills and to apply them in society.

In 1963 The establishment of a special committee by Aomori City Municipal Government / Council to oversee the invitation/attraction of Higher education Institutions to Aomori Prefecture.

In 1987 Aomori City Mayor began a consultation on the establishment of higher education institutions in Aomori.

In 2009 Became a Public / Municipal University Corporation.
